YouTube user RoadGeek as made a four part video showing how to restore a Windows 95 Packard Bell to it's factory setting using an American restore CD. While this video does refer specifically to the Packard Bell Legend 1510 Supreme, this restore process is very similar if not the same for other Windows 95 Packard Bells.
Please note that the European factory restore process is different to that of the US factory restore process
