Around 1997, Microsoft changed it's OEM License Agreement for Windows 95. They required that all OEMs discontinue the use of "GUI Overlays" such as Navigator, VaioSpace, etc. In response, Packard Bell created the the Navigator Assistant. It was designed as the successor to the house interface version of Packard Bell Navigator. It was merely a toolbar with several colorful buttons, and most people found it very unuseful. It is unofficially referred to as Packard Bell Navigator 4.0.
